Context: the forestry sector in Amazonian regions faces a paradox of abundant natural resources coupled with persistent structural poverty. While institutional regulatory quality and technological capabilities influence value within forestry chains, their interaction requires further empirical evidence. Objective: to analyze how institutional regulatory quality impacts economic value-added in Peruvian forestry chains, considering the mediation of technological innovation and the moderation of vertical integration. Methods: a cross-sectional design was employed using Partial Least Squares Structural Equation Modeling (PLS-SEM), surveying 384 forestry stakeholders across Amazonas, San Martín, Ucayali, and Pasco. The study evaluated direct, mediating, and moderating effects among institutions, technological innovation, vertical integration, and value-added. Results: the direct effect of institutions on value-added vanished when technological innovation was introduced as a mediator, indicating full mediation (indirect effect β = 0.147; 95% CI: 0.089–0.214). Vertical integration positively moderated this relationship, amplifying the institutional effect in long chains (β = 0.48***) compared to short chains (β = 0.15*). Conclusion: findings refute orthodox institutional determinism, suggesting that formal regulations generate sustainable value only when coupled with technological absorptive capacity and complex chain structures. Strengthening innovation and promoting vertical integration are essential strategies to increase value-added in Amazonian forestry chains.
